This three year evaluation is focused on the extent to which the provision of a bus service from Rosebud to Monash University’s Clayton Campus and from Hastings to the Chisholm Institute Campus at Rosebud enhanced the access to education and employment of students, apprentices and job-seekers from Frankston and Mornington Peninsula.

This explored the nature and extent of resident need for an after- hours, On Call service, and the economical and efficient options available for meeting this. The 19,000 word report covered a demographic analysis of the suburbs clustered around current gaps in the Priority Bicycle Routes (PBR) by age, housing tenure, workforce participation, income, occupation type and trends in journeys to work 2001-2006 and calculations of the numbers of people likely to shift their mode of transport to work to bicycle by 2016 if the gaps in the PBR were closed.

This involved a review of the relevant literature, discussions with management, individual interviews with relevant staff, the provision of a summary of these to the relevant staff, discussion on ways forward that were comfortable to each, the development of a Reflection Sheet and Statement of Agreement, signed at a very amicable final meeting with the relevant parties.
